Eldritch Blast cannot be used as part of a full attack, and therefore Rapid Shot cannot be used with it. To use Eldritch Blast against multiple targets in a single round, a character needs to take either the Eldritch Chain, Eldritch Cone or Eldritch Doom invocations, or the Quicken Spell-Like Ability feat, for which a warlock becomes eligible around 10th level.
